Are police officers allowed to hang out while on duty?

If you had a job, you would know that you usually get a lunch break.. And, when you are on your break, you can even leave work and go to eat in a restaurant, and not do any work for a awhile. Police officers on break are available by radio to stop their meal and go on calls. You must be a real moron.
