Can out of state college students do these things?

i live in florida and i want to go to Syracuse university in New York. what i want to know is if i move to syracuse and become a resident there when i start school, will i still have to pay the out of state fees? and my next question is, can i still get scholarships to go to syracuse university if i live in florida?
