Does the government use Echelon to see what we do on the internet and mobile phones?

I doubt anyone here that actually knows is going to discuss it with you. Echelon was first developed during the days of the ARPANET. TCP/IP didn't become standard until 1983. Its structure is quite different and would have required major changes and/or additions to Echelon. Also, most international Internet traffic travels via fiber optic laid on the bottom of our oceans and Echelon deals more with satellites. I'm guessing mobile phone data end up ping through the fiber network as well. Your article suggests that the UK and the USA use a different SIGINT system for data transported this way.
