What does a marriage commissioner say while performing your ceremony?

We live in Manitoba and are writing our own vows. The only problem is, my birth father, who I only met 4 years ago, will be marrying us. We were granted this wish by the province and they are allowing him to legally marry us. He will only be allowed to perform our ceremony as he is not a regular marriage commissioner this ONE TIME ONLY. Since he is not a normal marriage commissioner, what does he say to perform a ceremony before and after we say our vows to eachother?
